| Trash & Recycling Collection The Southeastern Public Service Authority (SPSA), the regional solid waste management agency for southeastern Virginia, provides Norfolk with curbside recycling every other week. Information can be obtained by calling the SPSA at (757) 548-2256, or by checking the web site. Collection day and week: The regular colletion day is thursday. Trash and recycling carts must be placed 3 feet apart at the curb, facing out, by 7am and must be returned behind your property line by 7pm. Collection for curbside recycling is every other week.
